Open a .png file (.png files have a transparent background as indicated by the checkerboard pattern).
{figure 1a} Click Edit>Define Brush (Photoshop users click Edit> Define Brush Preset.)
{figure 1b} Name the brush; click OK. (I prefer to keep the original name if I turn a .png file into a brush- so I remember who to give credit to.)

{figure 2a} Click Edit>Preset Manager. You will see the brush library that you were using last- quite often the default brush library.
{figure 2b} Scroll down to the bottom. The brush you just defined will be the last one there. Click on the thumbnail of that brush; click Save Set
{figure 2c} Navigate to where you want to save your brush. (I save most of my brushes outside of the Photoshop brush folder- so it won't affect the loading time when Photoshop first opens.)
Name the brush set (library); click Save. At this time we only have one brush in that set, but more may be added later.
{figure 2d} While brush is still selected, delete it from the brush library that is currently open- because now it is saved in a different brush library.
